I came here to see if it was Patty Griffin.  

Doesn't sound like her usual stuff, but she's never necessarily stayed in her lane.  Definitely sounds like her voice.

I hear Miley Cyrus and I’ve just learned that she wrote songs for her. 
Huh, totally hear it now - shades of Dolly and Stevie.
