Personally, Natalie Merchant has one of my favorite voices.

Hey, I like Natalie Merchant, but I think you overplay her (I think I hear her here every day).    There are a lot of great to excellent female vocalists - how about some Annie Lennox, Chrissie Hynde, Shawn Colvin, sade, Enya, Linda Ronstadt, Cyndi Lauper, Debbie Harry....just saying..
This is one of her best though, I will grant you that, so thanks.

I'd rather listen to her backup singer, who sounds quite talented. 
Another rare for me example of Natalie executing well on a good song by recognizing her vocal limitations. 6 or 7
This song feels like she needed to tick the box on her recoding contract beside 'wrote a song about New Orleans flooding that incorporates obligatory reference to Moses'.
There's a crew making a racket outside my window taking down a tree. I can barely make out the music, but I heard enough to think, "That sounds like Natalie Merchant wailing in the background."

She's a  Yankee singing southern.  However, I still like Natalie, her voice and her attachment to the message she carries in her song choices.

Anytime I stop what I'm doing and turn up the volume, I seriously reconsider my previous rating of a new song.  Bumped it to an 8.
When she's on, she's on. When she ain't, she ain't. This falls into the later category.

Despite a previous opinion I LIKE this song; great arrangement with nice counter harmonies,,,smooth voice.  A 7 leaning toward 8.
